create an app called `officer_election_bios_and_resource_management

will handle all the logic under

  • csss/views_helper.py
  • some of the logic under csss/views/context_creation
  • some of the logic under csss/views/privilege_validation
  • csss/views/request_validation.py
  • csss/views/determine_user_role.py
  • about app
  • elections app
  • the _views file under the resource_management/views folder

Rename OfficerCreationLink to OfficerInputLink
