add NOTES and DESC fields to highway project feature class

Add two fields to hwyproj: NOTES and DESC.

notes will store information about related pseudo-TIPIDs
desc will store project description information outputted during rsp reporting
This should be done by essentially copying the information stored in MHN.py and updating the fields in hwyproj.

The notes field will be more case-by-case, but will for sure include info for pseudo TIPIDs used during phased projects

This would make the transition between plans more seamless, with consistent descriptions, and require less legwork when RSPs change from plan to plan
