Add warning when project year changes from 9999 to active? #111
Description
Currently, years-old project coding for an inactive TIPID can theoretically be resurrected if the project is suddenly active in the TIP. The coding may be woefully out of date, so it would likely be prudent to warn the user to check the project coding against the description in the TIP.
