[Bug] List of default recommended licenses is not appearing in Research Outputs template creator view

Steps to reproduce:

• Create a Template
• Add a Research Outputs Question
• Click to customize Licenses
• Observe that the default license list is empty
• Expected behavior: There are 3 default recommended licenses that appear in the list (two CCs and one MIT)

The query returns them for me if I narrow the search down with a filter. The max limit for the pagination is 100 items.

@bofstein and @briri this may be a backend issue. When I go into Apollo Explorer on Dev server, and query for licenses I get the following result, which does not include any recommended:
