[Bug] User with comment access can still access question text box

As a user with comment access, it should be clear that I can only view, not edit, responses to a DMP. Instead, the box is there and editable but throws a "forbidden" error once it tries to save the first time. After that the button stays stuck on "Saving" and the error goes away, making it hard to know the issue.

Steps to reproduce:

• Start a Project on one account
• Add a collaborator to it with Comment only access
• Log in as that collaborator
• Open the Project and go to a question
• Try to edit the text
• Hit save
• Observe the error

Expected behavior: the text box for question entry is not editable when I only have comment access.
