chore: drop unlabeled ci/chore entries from v4.0.1 changelog

PRs #22-25 merged while autolabeling was broken, so they were never
labeled skip-changelog and leaked into the v4.0.1 changelog as
uncategorized entries. They are now relabeled and the release draft is
corrected; remove them from both packages' CHANGELOG.md so only the
genuine dependency updates remain.
