irgsh-go is now requires customized reprepro binary

The current reprepro is not allowing us to sync bookworm repository. In favor of security reason, the maintainer of reprepro does not see this as bug or valid issue: https://www.mail-archive.com/debian-bugs-rc@lists.debian.org/msg547229.html

Thus it makes irgsh-go less generic and can not be deployed universally.

Action items:

• Conduct research on the latest development of reprepro to find out whether this issue has been resolved.
• If it has not been resolved, then:
  1. Update https://github.com/BlankOn/reprepro to the latest commit then reapply the patch.
  2. Bundle the reprepro into irgsh-repo. So, instead of installing reprepro manually, irgsh will provide it.
