Notifications for common BBS errors

- [ ] Determine common BBS errors
- [ ] Function to send notification with error message to emails specified in a configuration file
- [ ] Add emails to appropriate configuration file
- [ ] Email notification when `BBS_EndOfRun.txt ` not in `/public_html/BBS/version/bioc/products-in/machine`. This could be a cronjob that checks for the files right before the postrun.
