EOL of Lineage 19.1 ROMs

This is the last regular update of my lineage-19.1 ROMs. It's recommended to upgrade to lineage-20 ROMs instead.

Main changes

• Android Security Patch level: 1/5/2023.
• Android System Webview version: 108.0.5359.128.
• Import OSS libnotifyaudiohal to make ultrasound proximity sensor work properly.
• Kernel improvements:
  • Merge most changes from lineage-20 but keep LTO enabled (stay at commit 0f15a28).
