Implement issue reporter as a Chrome extension #188

Allows testers to use the issue reporter widget without having the dev team add it to their app and without having the Bridge installed as a Github app.

Additional Information
This should be implemented as a separate app that wraps the Wafir widget. It should NOT replace the existing widget.

Solution Concept

• Wafir Chrome Extension app
• Extension configuration allows user to specify Github credentials to be used, location of Wafir config file, and ImgBB API key for screenshots.
• Screenshots uploaded to ImgBB expire after 5 minutes
• Screenshot button should include a warning not to take screenshots of sensitive information.

Dependencies

• The user must have a Github account.
• The user must create an ImgBB account and obtain an API key to upload screenshots.
• The user must have a Wafir config file on their local machine.

Acceptance Criteria

• User can install the widget as a Chrome extension
• User can provide a URL for a local file containing the wafir config.
• User can log into Github then use the extension to submit issues to Github using wafir.
