Not able to apply npm install flags #387

I want to deploy with the NPM flags of --force and --legacy-peer-deps. But I am not able to, I have these flags in the build, but when the webapps-deploy kicks in, it ignore these flags. I have tried to add them to the startup command as well but that is not working for me.
