I think just remove the NodeStart/NodeStop

I think just remove the NodeStart/NodeStop

@copilot remove NodeStart and NodeStop operations. Also rename HostReimage to HostReplace to indicate the destructive nature of deleting and recreating a vm with cloud-init

Done in 11048e5. Removed NodeStart and NodeStop from the proposed operations table (and the "Not MachineOperation values" table that referenced them), updated NodeReboot's description to be self-contained, and renamed HostReimage to HostReplace throughout the document.
