Image builder should support restart of Linux VMs

Currently restart is only supported for Windows VM building. We recently encountered an issue that required VM restart during the build process, but it's currently not supported. (our issue was related to security vulnerabilities that were detected in an older version of Linux kernel that was still present after update. restart is needed to fully update the kernel and remove older versions)
