Remove source with incompatible copyrights

#2527 removed azure_identity/src/timeout.rs but I'm leaving this issue open because there are other files having similar attribution and I take it this issue is about removing all such code:

Those are all explicit now, which is why NOTICE.txt exists. I already did the legwork with CELA. We can close this now.
