Spike of Standardize notebook on Fabric

Implement the logic of standardize notebook in fabric and write the data to the lakehouse

• Need to check the setup notebook to confirm that all data tables are built in the lakehouse
• Manually upload the ddo-transformation wheel file, the python code need modifying and repackaging.
• Manually export the notebook and submit it to the repo for now

DoD: Data standardize operations can be completed through the notebook and written to the lakehouse

We will do a spike with the parking sensor dataset and update the notebook with the new data schema and dataset when they finalized.
