A burg’s Treasury is its remaining balance after:
I burg with lots of production may have low treasury if their production is not economically effective (materials are too expensive or produced goods are too cheap). |

I've been fiddling with the new economy update, but there are a few things that still don't quite make sense to me; the biggest one is Burg Wealth and Treasury. I've got some burgs with ludicrous amounts of treasury but no wealth or production, while other burgs who are producing end up with negative treasury. The same, more or less, occurs whether I use my fiddled goods settings or the default ones (default settings has a much bigger effect on Wealth). I've read about how the economy generates State treasury (which seems to be waaaaay less than burg treasury, if the gold coin symbol is a standard unit...), but there's no mention of where the burg treasury comes from.

So how is Burg Treasury calculated? Is it just a random number that gets a small change from production/wealth?
