Centinela is a Paraguay public-integrity intelligence system. It helps analysts review public records, procurement relationships, source-backed identity context, candidate matches, evidence packets, and limitations without turning leads into accusations.
The current product surface is the local Command Center at http://127.0.0.1:8787/. It is an internal review tool, not a public launch site.
Primary users are analysts, researchers, civic-tech builders, reviewers, and project operators who need to understand a source-backed evidence trail without memorizing CLI commands.
They need a calm path from entity dossier to case packet to source artifacts, plus clear boundaries around what Centinela can and cannot conclude.
Serious, grounded, careful, and precise. The interface should feel like a public-records workbench with institutional memory, not a flashy risk-score product.
- Dossier before dashboard.
- Evidence trail over spectacle.
- Review-first language everywhere.
- Progressive disclosure before raw payloads.
- Live data only, no fake proof.
- Provenance and limitations stay visible.
- Product polish must clarify trust and workflow.
Avoid accusation-engine language, ornamental metrics, generic SaaS hero layouts, noisy gradients, glassy dashboards, repetitive card grids, and any UI that implies risk signals are legal conclusions.
Use CONSULTORA GUARANI SA INGENIEROS CIVILES as the guided demonstration trail because it currently shows local identity context, accepted external identity context, source-backed case 20, generated artifacts, source-document matches, hash checks, and publication-gate limits.
This path is still internal review context, not a public finding.
