Program IDL + .ts autogen support

It would be helpful to have an IDL (interface definition language) autogenerated by the CLI. This IDL could then be used with other tools to autogenerate typescript bindings for faster dapp development.

Below are some Solana resources that were found when investigating this, as this is typically the process used within Ethereum ecosystem (abigen -> contract bindings).

To autogenerate IDL and clients, I've explored more existing options for Solana programs written in native Rust (non-Anchor). Here are my findings:-

• We can use shank for generating IDL json by annotating programs with Shank macros (tested it on an Arch program – working fine).
• For automatic client (TS/Rust) code generation from this IDL, we can fork and adapt tools like codama or kinobi once our arch-program and arch-typescript-sdk are stable.
