docs: redesign README to match AlterLab Academic Skills format

Add hero section with nav links, Built by box, feature highlights grid, Table of Contents, emoji section headers, What Is This section, Key Features table, Category Overview table, 3-option Quick Start, and matching Credits/License/Contributing format.
