Hover Animation

Whenever someone Hovers on a tag or heading the effect is seen immediately which looks unprofessional.

I suggest we can add some sort of a animation delay or animation timing function (either linear or a custom cubic-beizer).

I am capable of fixing this and would love to contribute to help improve this. Please assign this issue to me.
