Would be nice to be able to upload a current bookmarks.html file and have it auto build/sort the database and link structure

I didn't understand the request a bit. There is a function to import/export bookmarks. In Main settings. There is also a function for manually updating links.

Maybe the author means backup (including link tags and categories for dashboard)?

But the import function useless, after export the bookmarks and modify somethings, import the new bookmarks nothing change.
