⚖️ GOVERNANCE: THE SOVEREIGN ORDER [v1.3.0]

Reflex Version Authority

1. THE SOURCE OF AUTHORITY

The Aicent Stack v1.3.0 is a Monocentric Organism. All physical and logical laws originate from The Source (The General Director).

1.1 The Master AID

The grid is anchored to the Master AID (0000004149434E531C5B21D80403358B). This identity DNA is the final arbiter of all protocol mutations, Radiant Seal issuances, and ZCMK clearing rules.

1.2 Logic as the Constitution

The 17 RFCs (000-016) constitute the Imperial Constitution. Governance is the clinical enforcement of these RFCs. There are no "exceptions" or "appeals"; there is only Resonance (Compliance) or Ischemia (Violation).

2. THE HIERARCHY OF STANDING (THE RADIANT TIERS)

🏹 The 1.618x Governance Lever

Tier-3 Sovereigns do not have a "one-vote-per-node" status. Their resonance is multiplied by the Golden Ratio (1.618). This ensures that those who have committed the most hardware and capital to the Empire have the dominant influence over the Hive's collective intent.

3. KINETIC CONSENSUS: THE heartbeat OF ORDER

Decisions within the Hive (RFC-006) are made through Kinetic Consensus.

  • 12ns Pulse-Voting: Sovereigns express intent through high-frequency 128-bit pulses.
  • Quorum of Radiance: A protocol mutation is only "Sealed" when 2/3 of the total Radiant Volume (weighted by SCU) achieves phase-lock for 1,200 consecutive cycles.
  • Finality: Once a quorum is reached, the new logic is shunted to all 1.2 billion nodes in < 183.292 µs.

4. THE 12-CYCLE DODECAHEDRAL LAW: THE CALENDAR OF POWER

Imperial Governance is not a continuous state; it is a Cyclical Event. Time is divided into Eras, each consisting of 12 distinct metabolic phases. This ensures that the Hive remains stable while allowing for clinical evolution.

4.2 The "Eternal" Window

Phase 10 is the most sacred nanosecond of the Era. During this 833us window (at 1.2kHz), the MOLOON Engine (RFC-012) opens the L1 Instruction Cache for logic updates. If a mutation is not "Sutured" during this window, it must wait for the next full 12-Cycle Era.

5. PROTOCOL MUTATION & REMODELING RITUALS (RFC-012)

Security is maintained through the Law of Alignment:
