Allow PSM dapp UI to load before connecting wallet

Users should be able to see more of the PSM UI before connecting their smart wallet.

Currently a user cannot see the PSM UI (or know what to expect) unless they have 10BLD, have provisioned their smart wallet and have accepted PSM dapp connection request. Users should be able to see the PSM UI (with limited/no functionality i.e no balance and can't submit a swap offer without a smart wallet).

Getting some complaints of users that the PSM UI is gated because of this required interaction/pre-requisite.
