Suggestion to recommend using templates for new repositories

In Project setup items 1.4 and 1.5 recommend adding a license and readme to the repository. This can be done automatically through the use of template repositories, which will help enforce this policy in organizations where this is adopted. It may be useful to outline this in the document.

@aholmes thanks for all your feedback! Regarding this specific one, we do have a template repository referenced here in item 7.1. Would that work? Our thought process was to list all our best practices in sections 1 to 6 and then provide in section 7 tools/approaches to help developers implement them.
