In Project setup item 1.3 requires repositories to be public from inception.

1.3. Make the GitHub repository public from day 1 [Category: B] [1, 7]

There are cases when this may not be possible:

When collaborating with other organizations
When questions of intellectual property remain
For works in progress that would not yet benefit from being made public
When the research the software is used for is not ready to be publicized, or if the software itself is research
When there are questions regarding licensing

And likely other considerations.

As such, I recommend either removing this item, or extending the statement to elaborate on when it is appropriate or inappropriate to do so.
