I want to calculate atmospheric radiation under non-LTE.

but the result of running it says that i am missing the tape4 file, so how to generate the tape4 file, can you provide it to me

Please look at the run_example_nonlte directory in the examples package (available at https://github.com/AER-RC/LBLRTM/releases/tag/v12.17/lblrtm_v12.17.examples.tar). This package includes an example TAPE4 file
