Complete testing on Dataverse download functionality

While there is a script (https://github.com/AEADataEditor/replication-template-development/blob/development/tools/download_dv.py) it has not been fully tested as part of the overall analysis sequence. @floswald might want to test it.

I have been testing this here by the dataverse dev team. works reasonably well, but the shell downloader is slow.

@floswald The Python script I use works very well (I wouldn't try and do this in bash). The slowness typically comes from DV itself.
