Review configuration of ConstantFuelModel

Issue: The configuration of the ConstantFuelModel is complicated in that one needs to chose an adequate DELTA_FUEL and BOAT_FUEL_RATE to get a sensible size of the routing step.

Question:

• Is a direct configuration via the distance possible and sensible?

I think I understand why the configuration feels a bit unintuitive right now. Since the routing step is indirectly controlled through "DELTA_FUEL" and "BOAT_FUEL_RATE", users basically have to “guess” the right combination to get a reasonable step size. This can easily lead to steps that are either too small (slow routing) or too larg.
Right now the user has to mentally convert distance → time → fuel, If we just let them pick a distance directly and handle the fuel calculation internally, the setup becomes way easier and avoids all that trial-and-error stuff.
