Run image vulnerability scanner on all version bump MRs

Whenever an MR is created that bumps the version of the SCIM bridge, we need to run a vulnerability scanner to ensure the verification process on GCP goes more smoothly. This may be less of an issue with Distroless, but it is still important to do nonetheless.
