Change default full node sync mode to full replay

Currently the default mode for a full node deployment is fast sync.
This means that full nodes deployed with the default configuration lack full chain history.
The default should be changed to full replay.

Use this commands to do this - its a slow rebuild but works.

cd ~/.libra/data
rm -r -f db

Depending if service or tmux -
sudo systemctl start libra.service
libra node --config-path ~/.libra/fullnode.yaml

Check with
watch 'curl localhost:8080/v1/ | jq'
